UPDATE 06/28/2011:

Hello,

I developed a web-based sonar count notification application that allows people to sign up to receive Alaska F&G sonar count updates at a selectable threshold.
The application can be found here: http://www.nwds-ak.com/FishCount.aspx
Every year I had to check F&G sonar counts every day, and came up with the idea for this application.
The company that I work for agreed to provide the hosting for this application.
We're not trying to make any money on this, just a free public service from one dipnetter to all others.
The emails that people sign up with will only be used to send out sonar count updates and nothing else.

You might have received the recent notice from the Alaska Department of Fish and Game that reads:

Title 5. Fish and Game
Chapter 77. Personal Use Fishery
Article 1. Statewide Provisions

5 AAC 77.001(f) is repealed and readopted to read:
(F) In this chapter “personal use fishing” has the meaning given in AS 16.05.940.

16.05.940 (25) reads as follows:

“personal use fishing” means the taking, fishing for, or possession of finfish, shellfish, or other fishery resources, by Alaska residents for personal use and not for sale or barter, with gill or dip net, seine, fish wheel, long line, or other means defined by the Board of Fisheries.

The old definition was as follows:

5 AAC 77.001 (f) In this chapter, “personal use fishing” means the taking, attempting to take or possession of finfish, shellfish or aquatic plants by an individual for consumption as food or use as bait, by that individual or his immediate family.

At the 2011 Board of Fisheries meeting for Upper Cook Inlet, the issue arose for which definition was to be utilized by law enforcement. The Board decided to use the more expansive definition in 16.05.940 (25), and not limit the definition of personal use to the individual or immediate family.

If you remember correctly, there was an attempt by some to besmirch any such type of sharing of the harvest bounty from personal use fishing – so this small readjustment in the regulations by the Board allows us to “legally” break bread and share salmon with each other. Yea - we can now share with each other and anyone else salmon harvested in the personal use fisheries. It is no longer considered a violation of personal use fishing regulations to break out a jar of smoked salmon and share it with your friends and non-immediate family members. My apologies for last year bringing an unauthorized jar of smoke salmon to share with you and everyone else while dipnetting.

Looking forward to this year when we can do it legally.


 

UPDATE 03/06/2011:

 

Ladies and Gentlemen,
 
     I am pleased to announce that we survived this three year cycle at the BOF. There will be no changes to the PU fishery until we come back up in cycle three years from now. SCADA got through the proposal to shorten the trigger at Fish Creek, from 70,000 fish escapement to 50,000. That means if the run will reach 50,000, the Dipnet Fishery will open 5 to seven days sooner then it would have at 70,000. An extra week of dipnetting will be a good thing.
 
   I would like to thank all members who wrote in or who showed up to testify. I read every one of those letters submitted. I would also like to thank the person that took an e-mail of mine and cut and pasted it to be passed around. There must have been 50 copies of that signed by individuals and faxed to board support, telling them to leave our fish alone.
 
    Our next project will be helping with the Kasilof fence install. That should take place come spring but will be letting you know by e-mail when it gets close.
    
 On another note, I have been lax on asking for yearly dues so for those of you that can't remember the last time you paid, please do so. Fighting for your right to put fish in the freezer takes time and money. Try the application above and if you can't print it out, go to www.alaskadipnetting.com. and download one from there. Some of that money will be used for help feeding the volunteers that get involved with the Kasilof fencing  project. Some of it will also be used for a beach clean-up day on the Kenai/Kasilof. Those plans are in the works but not yet completed.
 
  Again, thanks folks and for those of you that have called up and thanked me for battling the cutbacks attempted this year, it has been a pleasure. SCADA has helped out over 80,000 Alaskans this year and we all should be grateful.

UPDATE ALERT 02/26/10:

Ladies and gentlemen
    I am please to say that a diverse group of Commercial, Sport/personal use, Advisory committees and enviromental groups have come together at SCADA's urging, to help with the habitat at the Kasilof. It also deals with dumpster/port-a-potties service.
    I am very happy to see so many diverse groups that are always fighting over allocation, come together for a change, for the habitat. I had asked Robert Ruffner from the Kenai Watershed Forum to spear head this effort due to the fact he is not involved at all over allocation. It looked like it worked!!

UPDATE ALERT (01/03/2010):

Ladies and gentlemen,

I am pleased to say that I have been working on getting temporary fencing at the mouth of the Kasilof. Besides the fencing, I have been pushing the state for more port-a-potties and bigger dumpster service
The fencing is for habitat protection; keeping trucks and four wheelers off of the grass on the dunes. Dipnetter's are always getting bashed for destroying habitat, due to the few eggheads that don't respect the resource. Well, I'm trying to change that perception.

I have been in contact with the Kenai Watershed forum and they too, would like to help out. If we can get some monies out of the state for fencing, I would be asking for volunteers from SCADA and the Kenai watershead forum to help. This would hopefully be in the spring of this year.
I have also been in contact with the Kenai City council members, enlisting their help in alleviating some of the problems associated with dipnetting on the Kenai.

A few of these issues may take a year or so to bear fruit but I am leaning on our legislature to come to an agreement and help out the dipnet fisheries and protect the habitat at the same time. Now who in politics would mind having their name associated with habitat protection? That is what I fiqure too. They all would!

I think they help people understand the issue better than a lengthy legal brief. It has been difficult to get through the mentality of many folks who say, “as long as I get my 30 fish, I don’t care what they call me” they need to understand the ramifications of being second class citizens, based on their place of residence. Ramifications that go far beyond whether they can catch a few Salmon to eat.  They recent set aside of 300 caribou for the Ahtna. This shows that if we are not vigilant in preserving our Constitutional right to equal access, we will soon see many other attempts to preferentially allocate all our commonly owned game and fish.

Ladies and Gentlemen,

Below is a heads up from the KRSA. It seems that a commercial fisher from Cordova is asking, in a lawsuit, that the Feds take management of Salmon in state waters and the first step is to eliminate personal use, right off the bat. First, let me thank Ricky Gease for the heads up.

This is the fight that I was hoping would not happen. If the Feds take over management, " WE WILL ALL LOSE "

This will affect all personal use fisheries, not only in South-Central Alaska. I am pleading with all parties to pass this to all in your e-mail addresses. DO NOT SPARE A person that you know. If you dip in Chitina or South-Central, or even in Juneau, THIS WILL TAKE ALL OF OUR FISH AWAY. WE all need to band together and show a united front.
